It was responsible for managing the day-to-day administrative and security affairs of the capital, as well as for the education of the people within its jurisdiction, the examination for the imperial examinations, the transport of food, ritual events and social relief.
The posts in the Shuntian prefecture were set up scientifically and rationally, with a clear division of labour, with the prefects, governors and other officials each having their own duties and not crossing over each other.
